ATA CODE brings together innovators at the forefront of healthcare transformation to share real-world insights, proven care models, and operational best practices that expand access, improve outcomes, and streamline care delivery. Through collaboration and shared implementation experience, members move beyond pilots to scale sustainable, technology-enabled care across leading healthcare systems, clinician practices, and community health centers.
As a national engine for digital health advancement, ATA CODE identifies critical gaps in care delivery and develops the evidence, frameworks, and strategies needed to implement safe, equitable, and patient-centered care at scale.

This analysis presents operational data on Medicare telehealth utilization patterns from 1.67 million beneficiaries across nine health systems, examining real-world implementation outcomes following post-pandemic stabilization (2019-2023). Unlike claims-based studies that capture billing events, this operational analysis provides direct measurement of clinical workflows and substitution patterns as they occur in practice.
