THE ATA POLICY COUNCIL ANNOUNCES NEW CHAIR, ADDS FIVE NEW MEMBERS


Mercer May, Teladoc Health, replaced Sara-Lloyd Stevenson, Amazon, as Chair

WASHINGTON, DC, SEPTEMBER 25, 2025 – As telehealth and digital health policy continues to be a key focus, the American Telemedicine Association (ATA) announced that Mercer May, Esq., director of government affairs at Teladoc Health, has been named the new chair of the ATA Policy Council. The ATA also announced that five new members joined the council. Mercer replaces Sarah-Lloyd Stevenson, MPH, a senior manager within Public Policy at Amazon, as chair of the Policy Council. Sarah-Lloyd will remain on the Policy Council as immediate past chair.

The ATA Policy Council provides guidance on policy matters relevant to the broader telehealth industry, including digital health and innovative technologies that are transforming patient care such as digital therapeutics, digital diagnostics, remote monitoring devices and artificial intelligence. The ATA Policy Council sets the policy vision for both the ATA and ATA Action, ATA’s affiliated trade association and advocacy arm, with ATA establishing the vision and ATA Action working to enact it by collaborating with federal and state policymakers. The Council created the ATA Policy Principles, a clear roadmap for positive policies that breaks down geographic barriers to care and levels the playing field for emerging health technologies and care modalities.

“This is a crucial time in our history, when we must come together to fix our ailing health system in order to effectively deliver care to our citizens where and when they need it. This includes establishing well-designed and modernized policy, regulatory and reimbursement solutions that allow for permanent access to proven and urgently needed telehealth and digital health services,” said Kyle Zebley, the ATA’s senior vice president, public policy, and executive director, ATA Action. “We continue to double down on our efforts and convene top experts in public policy, government affairs, and healthcare law to fortify our work. The ATA Policy Council serves as our beacon on federal and state policy priorities, to effectively integrate telehealth and digital health technologies to reimagine care.

“Mercer May is a long-standing and thoughtful advocate for telehealth policy and brings a perspective that spans the patient experience to plan sponsors. We welcome his leadership and passion for appropriate policy and advocacy pathways for technology-enabled tools to deliver patient-centered care wherever and whenever it’s needed,” he added.

“A big thank you to Sarah-Lloyd Stephenson, for her steady guidance through unchartered policy waters this past year, helping to achieve continued bipartisan, bicameral policies that support virtual care services and tools. We are fortunate that she will continue to contribute her expertise as immediate past chair,” said Zebley.

Five new members have joined the ATA Policy Council for a two-year term, rounding out representation across the ATA community, including large nonprofit and for-profit health systems, virtual-only care delivery and direct-to-consumer models, pharmacy and retail clinics, food-as-medicine, digital therapeutics and pharmaceutical manufacturers.
